Chafee announces staffing changes in Administration, OMB

PROVIDENCE – Steven T. Hartford, director of policy for Gov. Lincoln D. Chafee’s office and former town manager of Westerly, will replace Richard A. Licht as director of the R.I. Department of Administration, the governor announced Thursday.
Licht, who served as director of administration since January 2011, was confirmed last month for R.I. Superior Court judgeship and will leave his position in August when he is sworn in. Prior to his appointment as Administration director, Licht was a practicing attorney in Rhode Island, and also served previously as a state senator and as lieutenant governor.
Licht is succeeded by Hartford, a graduate of Fairfield University and the Thomas M. Cooley Law School. Before taking over the duties of Westerly’s town manager from 2009 to 2013, Hartford was the town solicitor.
Also Thursday, Chafee announced the appointment of Tom Mullaney as acting director of the R.I. Office of Management and Budget, filling the position vacated by Peter M. Marino, who will assume a new role as the next CEO of Neighborhood Health Plan of Rhode Island on Sept. 1.
Mullaney is currently executive director and budget officer of the R.I. Budget Office.
