Former R.I. business executive indicted by federal grand jury for failing to pay child support

PROVIDENCE – A federal grand jury has indicted Christopher Carroll, formerly of Jamestown, for failing to pay more than $250,000 in child support.

According to a news release from the U.S. Department of Justice about the two-count indictment, Carroll, 47, stopped paying R.I. Family Court-ordered child support payments of $6,000 per month in January 2013, two years after the court ordered payments to begin, for his three minor children, ages 9, 11 and 14.

The release said Carroll allegedly traveled interstate and outside the country to avoid making the payments, according to U.S. Attorney Peter F. Neronha and Phillip Coyne, special agent in charge of the U.S. Department of Health and Human Services, Office of Inspector General.

Carroll is a former senior marketing executive with Schneider Electric, an international energy management company based in Paris, France, which operates a facility in West Kingston.

On June 17, 2013, a Rhode Island Family Court judge ruled that Carroll was in contempt of court for failing to meet his child support obligations, the release continued.
Citing court documents, the release said that during the pendency of his child support obligations, Carroll, who has had numerous investment accounts, withdrew at least $369,329.31 from those accounts.

The indictment charges Carroll with interstate travel to avoid child support obligation and failure to pay child support. An arrest warrant has been issued for Carroll, believed to be traveling abroad.

Court documents state that in May 2012, Carroll relocated to his employer’s Paris headquarters where he was making approximately $480,000 a year and was employed until October of that year, according to court documents.

Since then, court documents stated that Carroll remarried, renounced his U.S. citizenship and has been traveling abroad using a Republic of Ireland passport.
According to court documents, Carroll and his current wife say they are semi-retired, and have stated that they have spent the past year traveling throughout Europe, Central and South America, Canada and the United States.
