PROVIDENCE – HealthSource RI has announced that its third open enrollment period for individual and family health coverage for 2016 will be held from Nov. 1 through Jan. 31.
HealthSource said that despite a drop in the state’s uninsured rate to a “historic low” in 2015, there are still thousands of Rhode Islanders without health coverage who may be eligible to receive financial help to pay for it. The exchange said more than 50,000 Rhode Islanders are without health coverage, many citing cost as a reason.
The uninsured rate in the state is approximately 5 percent, a result of the adoption of the Affordable Care Act, including the implementation of the state-based exchange, HealthSource RI, and Medicaid expansion, HealthSource RI said.

HSRI said more than two dozen plans will be available on the exchange, including Blue Cross & Blue Shield of Rhode Island, UnitedHealthcare and Neighborhood Health Plan of Rhode Island. Individual market dental insurance plans include: Delta Dental and Blue Cross Dental, with Dentegra expected to be added to the lineup soon.
For small employers, Blue Cross Dental, Delta Dental and Guardian dental plans are available, with Dentegra to be added soon.

Existing customers currently enrolled in an individual or family plan through HealthSource RI will have their health coverage end on Dec. 31. This year, customers will be able to opt to have their plan automatically renewed in the same plan or a similar plan (if their insurer is not offering the same plan for next year), as long as they continue to make their monthly premium payment.

New customers enrolling in an individual or family plan for 2016 through HealthSource RI must choose a plan and pay their first month’s premium by Dec. 23 to ensure their coverage is in effect on Jan. 1.
The federal government imposes a fee or penalty on those who do not buy health insurance unless they have a health coverage exemption.

The maximum penalty per family could be as high as $2,085. The fee is paid on the federal income tax return filed for the year a person doesn’t have coverage, HealthSource RI said.

Small employers may enroll in health insurance coverage throughout the year at their regular renewal date.
