Library key to Foster plan

The nonprofit Libraries of Foster would get a new home under a developer’s plan to build the town’s first-ever shopping complex. The project, called Simmons Crossing, would include a new library, restaurant, grocery, small post office and other shops near the Route 6 and Route 94 intersection.
