PROVIDENCE – Neighborhood Health Plan of Rhode Island was once again included among the highest-rated health insurance plans in the country, according to the National Committee for Quality Assurance Health Insurance Plan Rankings for 2013–2014.
NCQA is a private, nonprofit organization dedicated to improving health care quality that accredits and certifies a wide range of health care organizations.
Neighborhood moved up one spot in the Medicaid plan rankings this year to No. 4 from No. 5 in 2012, despite an increase in competition. The number of Medicaid plans ranked this year totaled 131, an increase from 115 plans last year.
Neighborhood is one of two Medicaid plans to be ranked in the top 10 every year since NCQA began the rankings in 2004. The other is Kaiser Foundation Health Plan in Hawaii.
“We are very pleased that our Medicaid health plan partners were recognized by NCQA as being among the best in the country for quality,” said Steven Costantino, secretary of the R.I. Executive Office of Health and Human Services. “Neighborhood’s consistent ‘top 10’ rankings showcase their ongoing commitment to improved access and better health outcomes for Rhode Island’s children, families and adults with disabilities.”
The rankings are based 60 percent on measures of clinical quality, 25 percent on measures of member satisfaction and 15 percent on the results of NCQA’s Health Plan Accreditation review.
NCQA also reviewed health plans’ prevention measures, treatment outcomes and accreditation standards performance to calculate an overall quality score.
“Being recognized as one of the nation’s top Medicaid health plans is an honor for Neighborhood,” said Jim Hooley, president and CEO of Neighborhood. “But it would not be possible without our remarkably innovative partners at the Executive Office of Health and Human Services, the community health centers, the broader provider community and the many local agencies that work with us daily to assure everyone has access to quality, affordable care.”
“Neighborhood’s commitment to their member’s success strongly supports our goal of improved health outcomes for our patients,” said Merrill Thomas, Providence Community Health Centers’ CEO and Neighborhood board chair. “It’s a great synergy, and these rankings are further proof that the collaboration is working well.”
Neighborhood currently serves approximately 66 percent of all Medicaid managed care participants in Rhode Island. The company is working with the Executive Office of Health and Human Services to expand its service offerings to manage Medicaid long-term care supports and service of adults beginning in November and adults with low-income newly eligible for Medicaid beginning in January 2014.
