David Olsen, Warwick treasurer, was recently elected to the executive board of the Government Finance Officers Association of the U.S. and Canada. Olsen will serve a three-year term on the 17-member board. He has been a member of the association for 15 years and is currently the only board member from New England. He holds bachelor’s degrees in history and accounting from Barrington College and Bryant University. Olsen has worked for Warwick since 1993.

PBN: Can you give us a summary of what the Government Finance Officers Association does?

OLSEN: The Government Finance Officers Association provides valuable information to government officials relative to cash management, investment strategies, budget analysis, GASB pronouncements and governmental financial-reporting requirements. The association distributes to members financial-policy advice through its best practices and advisories that are provided by the various standing committees. It also offers educational materials and seminars each year.

PBN: How did you become involved with the organization and what attracted you to it?

OLSEN: I was appointed to the GFOA’s standing committee on treasury and investment management in 2006 and served for six years. Through my involvement on the committee, I was able to gain valuable knowledge regarding various investment strategies from my colleagues which benefited Warwick and has allowed me to gain new perspectives on the many emerging issues facing our communities in the present economy. I am looking to the executive board as a continuation of that process.

PBN: What are some items the association is focusing on now?

OLSEN: The GFOA is looking to enhance the areas of education and training of governmental financial managers and to provide recognition for their achievements. This includes educating governmental agencies about the sound financial policies and practices and to assist them in their implementation. •
