Plan to boost tourism

There is a way to make downtown Providence more interesting to tourists.

The four-mile section of the Blackstone Canal from the head of the Providence River to the Peter Pan bus terminal should be restored. It should include an operating tow path, with battery-powered canal boat replicas carrying tourists from the bus terminal to Providence and back.

Many national parks and historic sites have been partially funded by wealthy individuals and private foundations, with local, state and federal governments as a backstop. I estimate that $5 million per year for five years should take care of the costs.

Finally, the federal government could upgrade the Providence & Worcester Railroad right of way from Worcester to Providence, facilitating dedicated train service that could provide access to the national park.
