WOONSOCKET – The Rhode Island Public Expenditure Council will host a public forum on Medicaid service delivery and payment reform featuring review panels of experts and policymakers both from within Rhode Island and representing national organizations.

The three-hour forum, sponsored by CVS Caremark Corp., will be held Thursday, Jan. 23, and focus on ways in which public- and private-sector stakeholders have successfully implemented health care delivery and payment reform nationally and locally, as well as how Rhode Island’s Medicaid reform efforts compare with those in other states.

The national review panelists include Melissa Hansen, state health policy specialist for the National Conference of State Legislatures; Kathleen Nolan, director of state policy and programs for the National Association of Medicaid Directors; Charles D. Phillips, senior vice president of Medicaid for CVS Caremark; and Anya Rader Wallack, president of Arrowhead Health Analytics.

Sitting on the local review panel will be Steven M. Costantino, secretary of the R.I. Executive Office of Health and Human Services; Charles Jones, CEO of Thundermist Health Center; Elena Nicolella, Medicaid director for the R.I. Executive Office of Health and Human Services; and Mark Waggoner, senior vice president and chief contracting office for Blue Cross & Blue Shield of Rhode Island.

RIPEC Executive Director John C. Simmons and CVS Caremark Executive Vice President Thomas M. Moriarty will moderate the forum, and a question and answer period will follow each panel.

The event is open to the public and will begin at 8:15 a.m. on Jan. 23 at the CVS Caremark building at 1 CVS Drive in Woonsocket. Attendees may pre-register by emailing m_paredes@ripec.com to reserve a name badge for the event, but preregistration is not required to attend.
