Roosevelt retiring as head of Tufts Health Plan at end of year

WATERTOWN, Mass. – After a decade as CEO of Tufts Health Plan, James Roosevelt Jr. is stepping down effective Jan. 1, 2016. Roosevelt will be succeeded as CEO by current president and chief operating officer, Tom Croswell.
Roosevelt has been at Tufts for 16 years and has seen a large increase in membership during his time at the top. When he was appointed in 2005, Tufts Health Plan had a little less than 600,000 members. Today it has more than 1 million in Massachusetts and Rhode Island.
“I have been fortunate to be part of a unique and incredible organization,” Roosevelt said in prepared remarks. “Our employees work hard to serve our customers and members and it shows each and every day.”
Tufts earned a rating of 5 out of 5 from the National Committee for Quality Assurance for two of its plans, HMO and PPO, which were among 11 nationwide to earn that rating in the organization’s Private Health Insurance Plan Ratings 2015-16. Similarly, Tufts’ Medicare Preferred HMO and Senior Care Options plans received 5-star ratings from the Center for Medicare and Medicaid Services, two of 12 in the nation to earn the distinction.
Other highlights of Roosevelt’s tenure include:

  • Acquisition of Network Health in 2011, which gave Tufts entree into the Medicaid/subsidized plan market
  • Creation of the Tufts Health Plan Foundation in 2008, which has made more than $18 million in grants
  • Its re-entry into the Rhode Island market in 2009, as well as the creation of Tufts Health Freedom Plan in New Hampshire earlier this year

The insurer said in a release that Roosevelt would be an adviser and consultant to Tufts after stepping down.
