The West Elmwood Housing Development Corp. in August broke ground on a 50-unit affordable-housing development in the West End. The $15 million project will include the low-income rental units, as well as construction of a community center. Nine empty lots will be developed, on a site adjoining the Westfield Lofts and Westfield Commons, both completed redevelopments of former mill buildings. The contractor is H.V. Collins of Providence. The architect is O’Hearne Associates of Burrillville.
