Should the state negotiate a new pension agreement with state workers, as Gov. Chafee suggests?

Last week, Gov. Lincoln D. Chafee said that he would consider negotiation with state employee unions over the pension overhaul that was passed late last year by the General Assembly to avoid a costly legal battle as a suit filed by the unions and some retirees begins in state court.

General Treasurer Gina M. Raimondo responded by saying that the state should let the courts proceed, given that the overhaul was done after a lengthy and public process, and thus had input from all relevant stakeholders.

Is the governor’s plan a prudent one, given that the overhaul could be overturned by the court? Or is the possibility too great that a negotiated settlement will undermine the reforms that set the state worker pension system on more stable financial ground?
