Was Providence right in legally challenging Santander Bank’s minority-lending practices?

The city on May 29 filed a federal lawsuit against Santander Bank, alleging it discriminated against the city’s minority communities by refusing to make prime mortgage loans. Santander issued a statement denying the allegations and offering to work with the city to “allay its concerns,” noting the “more than 800 people we employ there.” The bank has declined to discuss the suit or its minority lending with Providence Business News.

Did the city overstep its bounds in legally challenging the intentions of a major employer? Or is Mayor Angel Taveras, a candidate for governor, right to try to serve as the voice for minorities in this instance?
