Last week the federal government announced that it was distributing $230 million to a number of state and municipal agencies in Rhode Island for participation in an investigation of Google for accepting advertisements for Canadian pharmacies that then illegally distributed drugs in the United States that resulted in a $500 million settlement.
Among the recipients was the East Providence Police Department, which stands to gain $60 million. While the rules of the Federal Equitable Sharing Program expressly prohibit local governments from using a federal payment of this nature to substitute for already budgeted municipal expenditures, should an exception be made for East Providence, given its dire fiscal circumstances?
