Tobey will be featured speakers at the SmarterCape Summit 2 which begins on Monday, May 14, at 1pm and continues through Tuesday, May 15 at the Sea Crest Beach Hotel in Falmouth, MA. The Summit is an initiative of the SmarterCape Partnership which was established in 2011 to advance regional collaboration among Cape Cod municipalities in the areas of the environment, the economy, development, education, healthcare, transportation and government.

On Monday at 3:30 pm, Attorney Tobey, former Mayor of Gloucester, MA, will present a case study on how another Massachusetts coastal region addressed wastewater issues under the banner of ‘Smarter Environment: The Wastewater Challenge – Modeling the Solutions’ with co-panelist Ken Moraff of the U.S. Environmental Protection Agency (EPA). Mr. Tobey’s practice includes representing local and regional governments in the areas of public contracts, water law, solid waste management, environmental law and litigation. He has served on numerous Federal Advisory Committees of the EPA, as President of the Massachusetts Municipal Association, and as Chair of the Advisory Council of the National League of Cities. He served as Mayor of Gloucester, MA from 1993 to 2002.

On Tuesday at 11 am, Attorney West will join Sharon Nunes of IBM and Angus Jennings, Director of Land Use Management with the Town of Westford, MA, for a discussion on the options and opportunities for the private and public sectors to work together towards a smarter future. The panel title is, ‘Smarter Development: Public-Private Partnerships’. Mr. West is considered a national authority in the areas of public-private partnerships; water and wastewater law; solid waste management; alternative energy projects; procurement law; and design-build-operate projects. He routinely represents government agencies throughout the United States dealing with the challenges associated with cutting-edge municipal infrastructure projects and related legislation required for undertaking such projects utilizing alternative delivery methods, such as design-build, design-build-operate, and construction management at risk.
