PROVIDENCE – AR Building Co. is planning to construct a six-story apartment building with 178 dwelling units and 217 parking spaces in Upper South Providence, according to plans submitted to a city board.
The City Plan Commission is expected to deliberate during its meeting set for Tuesday at 4:45 p.m. over an application for preliminary plan approval for the apartment building proposed for 220 Blackstone St., a site that’s currently composed of two vacant lots totaling 3.56 acres and is adjacent to the Providence location of the Community College of Rhode Island.

The 178 apartment units will include 57 studio apartments, 67 one-bedroom apartments and 54 two-bedroom units, according to plans submitted by AR Building, which is based in Westerly and also manages the Kettle Point Apartments in East Providence, along with others in Pennsylvania and Connecticut.
The proposed building will be 62 feet tall, within the 75-foot height limit for the area, according to a report by city planners. The 217 parking spots would exceed the 178 spots required for this project. The subject lot is zoned M-MU 75, where multifamily development is permitted by right, according to the staff report.
“The subject property is located in an area that is designated for business/mixed-use development,” said the staff report published by the Department of Planning and Development.
The site is located near Women & Infants Hospital, Rhode Island Hospital and Hasbro Children’s Hospital.
Proposed construction materials for the apartment building include brick, stone veneer and fiber cement panels, according to the staff report.
The parking spaces for the property will be in the back of the building, in a lot shielded from view of the street, with access provided from driveways on Blackstone and Gay streets, the staff report states.
