A summer to remember or forget on Block Island?

Empty streets and boarded up businesses are common sights on Block Island during the cold winter months. That’s when the 1,000 year-round residents have the 10-square-mile island to themselves, following summer months that typically swell the population to more than 20,000. But the island’s winter look has spilled into spring, with a local shelter-in-place order
