BOSTON – New England’s economy is lagging the nation in key areas, according to the Federal Reserve Bank of Boston’s New England Economic Condition’s report.   The Boston Fed, which covers all of New England except for Fairfield County, Conn., concluded in its November analysis that slowing job growth, higher housing costs and weaker consumer confidence
