Carcieri signs bill encouraging donations<br> by part-time R.I. residents

PROVIDENCE – Gov. Donald L. Carieri today signed into law a measure that encourages part-time residents to give to Ocean State charities.

Under the new law, the state no longer may consider contributions to local charitable organizations when determining which state is a person’s primary residence.

“With this legislation … we are eliminating this barrier to charitable giving,” Carcieri said. “We want people with ties to our state to be able to donate to the charities they believe in without having to worry about being unfairly taxed. … It’s about enabling our state’s nonprofits to thrive.”

The signing ceremony this morning was attended by Anthony Maione, president of United Way of Rhode Island, and the measure’s sponsors, Senate Majority Leader Teresa Paiva-Weed and House Majority Leader Gordon Fox.
