PAWTUCKET - For the 18th year, Rhode Island will celebrate the annual Chinese Dragon Boat Races & Taiwan Day Festival Saturday Sept. 9 at the Festival Pier along the Pawtucket River, the Blackstone Valley Tourism Council reminded Wednesday.
