Proposal would place 1-year moratorium on new liquor licenses in Federal Hill

PROVIDENCE – A city councilwoman has proposed a one-year ban on new licenses for late-night venues that have liquor and entertainment in Federal Hill.

The immediate, one-year moratorium on any new 2 a.m. operating, entertainment, or liquor licenses on Atwells Avenue and adjoining streets in Federal Hill was introduced last week by Councilwoman Rachel M. Miller, who represents the neighborhood.

Her proposal has four additional sponsors.

The legislation is inspired by “ongoing public safety” issues that relate to businesses that operate under the 2 a.m. or entertainment licenses, she said.

“Let me be clear, this ordinance does not affect any existing businesses with existing track records on the Hill,” she wrote, in a press statement. “Just new businesses coming online in the next year. We need a citywide policy to take on the problems that exist when nightclubs coexist in our residential neighborhoods.”
