PROVIDENCE – U.S. Interior Secretary Doug Burgum said the Trump administration is “in discussions” to potentially allow work to resume on the Revolution Wind project, according to a CNBC report Wednesday. When asked during an interview with CNBC if a deal could be reached with Revolution Wind similar to the one Empire Wind reached with the administration earlier this year, Burgum said, “The projects were under discussions with the governors and the companies while we are also finishing the reviews that were asked we’ve been asked to make with the executive order.” “I can’t say for certain. ... Some of these projects are a literal train wreck in terms of their economics and if we were to complete them, we would be locking in billions of taxpayer money, which might be going to a hedge fund and not stabilizing the grid,” Burgum said. Empire Wind, which the administration halted work in April, was allowed to resume construction after President Donald Trump made a deal to boost natural gas pipeline capacity in New York. Another New York offshore wind project, Sunrise Wind, had its stop-work lifted after one month last May. Revolution Wind, being developed by Danish company Orsted A/S, is currently 80% complete and was on track to deliver 704 megawatts of clean energy to over 350,000 homes in Connecticut and Rhode Island by 2026. ISO New England, the entity responsible for operating the electric grid in the region, has warned that delaying the project would increase risks to reliability. The project has installed all offshore foundations, nearly 70% of turbines and is nearing completion of both export cable and substation work. Revolution Wind supports more than 2,000 U.S. jobs, including more than 1,000 union workers who have logged 2 million hours. The federal Ocean Energy Management issued the stop-work order to Revolution Wind on Aug. 23. The federal agency citied both national security and environmental concerns in issuing the order. Gov. Daniel J. McKee spoke with Burgum about the Revolution Wind over the phone last week and followed up with a letter, according to WPRI TV CBS 12. McKee has been pressing for a one-on-one with Trump, though the White House has yet to respond. Attorney General Peter F. Neronha, with Conn. Attorney General William Tong, filed a federal lawsuit on Sept. 5 challenging the stop-work order for Revolution Wind. That same day, Orsted A/S, the Danish developer behind the offshore wind project, filed its own complaint in the U.S. District Court for the District of Columbia challenging the stop-work order. The project had been cleared with approvals from key federal agencies, including the Department of Defense, Coast Guard, Army Corps of Engineers and National Marine Fisheries Service, Orsted said. Orsted added in its complaint that Revolution Wind has already invested and committed billions of dollars in reliance on those approvals. The project is a major part of Orsted’s broader investment in American energy, infrastructure and a supply chain that spans 40 states, the company said.
