BOSTON – U.S. Small Business Administration Administrator Steven Preston has named Mark S. Hayward, the SBA’s district director for Rhode Island, to serve as acting regional administrator for New England, the SBA announced.
Hayward will continue to serve as the Rhode Island District director, a post he has held since 2000. He takes the place of Charles E. Summers Jr., the New England regional administrator since 2005, who has been deployed to Iraq.
“Mark Hayward has been a valuable member of SBA’s management team since 1990,” Preston said. “Mark has stepped up as acting regional administrator in New England twice before, and his understanding of SBA operations and his commitment to small businesses make him the perfect person to do it again.”
As the acting regional administrator, Hayward will manage the district offices in six states – Rhode Island, Connecticut, Maine, Massachusetts, New Hampshire and Vermont – and will oversee all SBA programs and marketing efforts in New England.
Hayward joined the SBA in 1990 as its acting chief counsel for advocacy.
He previously had served in the U.S. Department of the Interior from 1983 to 1989, in posts including deputy assistant secretary for territorial and international affairs; and at the U.S. Environmental Protection Agency from 1982 to 1983, as deputy director of intergovernmental affairs. Before that, he had served as mayor and as a city councilor in his hometown of East Providence.
Hayward has a bachelor of arts degree from Providence College.
