Robert F. Donnellan has recently joined the global tax firm, Ryan LLC, as a Director, Transaction Tax, in the firm’s Providence office where he specializes in providing multi-jurisdictional transaction tax services to clients in a variety of industries, including motor fuel excise tax, compliance, audit defense, tax return preparation, tax analysis, and tax software implementation. He has more than 30 years of experience in all facets of federal and state motor fuel excise tax. Previously, Mr. Donnellan was an Excise Tax Manager for a Fortune 500 company where he was responsible for the administration of tax compliance as well as client set up, tax analysis, implementation of tax software, audit defense, sales and use tax, tax planning, and research.
Mr. Donnellan has appeared as a speaker for the Federation of Tax Administrators (FTA), Industry Instructor for the Basic Motor Fuel Training Class, the Federation of Tax Administrators (FTA) meetings on various regional topics, including uniformity, flash title transactions, and best audit practices, the Independent Connecticut Petroleum Association (ICPA), Presented presentation on federal excise tax, and for the State of New Hampshire, where he testified as an expert witness in a motor fuel tax case.
Mr. Donnellan has served as Forms Sub Committee Industry Co- Chair (2002–2004), Uniformity Industry Co- Chair (2004–2014), and Uniformity Participant (2014–Present) for the Federation of Tax Administrators (FTA). He holds an Associate Degree, Business Administration and Management, from Northeastern University.
