Six R.I. health plans rank well in NCQA report

PROVIDENCE – Four commercial health plans and two Medicaid health plans in Rhode Island received a 4.5 out of 5 rating in the National Committee for Quality Assurance’s Health Insurance Plan Ratings 2018-2019 report, released Thursday.

The six health plans were the highest-ranked among the 13 in the state reviewed by NCQA.

The report reviewed more than 1,000 health insurance plans nationwide based on quality measures from three performance categories: consumer satisfaction, prevention and treatment. It also factored in NCQA accreditation survey results, emphasizing the results of care and what patients said about that care.

Blue Cross & Blue Shield of Rhode Island, a commercial preferred provider organization, received a 4.5 rating in the rankings. The plan received a 4 in consumer satisfaction, a 4.5 in prevention and a 3.5 in treatment.

United Healthcare Services Inc., a commercial PPO, received an overall 4.5 rating, with a 4.5 in consumer satisfaction, a 4.5 in prevention and a 3 in treatment.

UnitedHealthcare Insurance Co., a commercial PPO, received an overall 4.5 rating, with a 4.5 in consumer satisfaction, a 4.5 in prevention and a 3 in treatment.

Tufts Associated Health Maintenance Organization Inc., a commercial health maintenance organization, offered in Rhode Island and Massachusetts, also received an overall 4.5 rating, with a 3 in consumer satisfaction, a 4.5 in prevention and a 4.5 in treatment.

Neighborhood Health Plan of Rhode Island, a Medicaid HMO, received an overall 4.5 rating, with a 4.5 in consumer satisfaction, a 4.5 in prevention and a 3.5 in treatment.

UnitedHealthcare of New England Inc., doing business as UnitedHealthcare Community Plan, a Medicaid HMO, received an overall 4.5 rating, with a 3.5 in consumer satisfaction, a 4.5 in prevention and a 4 in treatment.

Cigna Health and Life Insurance Co., a commercial PPO, received an overall 3.5 rating, with a 2.5 in consumer satisfaction, a 3.5 in prevention and a 2.5 in treatment.

American Postal Union Workers Health Plan, commercial PPO, received an overall 1.5 rating, with a 4 in consumer satisfaction, a 0.5 in prevention and a 1.5 in treatment.

Sierra Health and Life Insurance Co., a Medicare PPO, received an overall 4 rating, with a 4 in consumer satisfaction, a 5 in prevention and a 3.5 in treatment.

UnitedHealthcare of New England Inc., a Medicare HMO, received an overall 4 rating, with a 3.5 in consumer satisfaction, a 3.5 in prevention and a 3.5 in treatment.

UnitedHealthcare Insurance Co. Regional (Connecticut, Massachusetts, Rhode Island and Vermont), a Medicare PPO, received an overall 3.5 rating, with a 3 in consumer satisfaction, a 3.5 in prevention and a 2.5 in treatment.

UnitedHealthcare Insurance Co. (Massachusetts/Rhode Island), a Medicare PPO, received an overall 3.5 rating, with a 3 in consumer satisfaction, a 3.5 in prevention and a 3 in treatment.

Oxford Health Plans of New Jersey, a Medicare HMO, received an overall 2.5 rating, with a 2 in consumer satisfaction, a 3 in prevention and a 3 in treatment.

Blue Cross & Blue Shield of Rhode Island, Neighborhood Health Plan of Rhode Island, United Healthcare Services Inc., UnitedHealth Insurance Co., and UnitedHealthcare of New England Inc. doing business as UnitedHealthcare Community Plan all received excellent accreditation from NCQA.

Health plans receiving excellent accreditation, the highest level, have met or gone beyond strict requirements for the best health care. Other levels include commendable, or meeting strict requirements, and accredited, or meeting basic requirements.
