Designed to expand college access for veterans, the Yellow Ribbon scholarship program is part of the post 9/11 Veterans Education Assistance Act of 2008. Funding provided therein is meant as a resource to fill the difference between tuition rates and the Post-9/11 GI Bill funds, which currently is an entitlement of $23,671.94, according to the PC release.
Yellow Ribbon scholarships are only open to veterans entitled to the maximum benefit rate and their dependent children. Each educational institution determines the funding amount contributed to each awardee and the maximum number of awardees per year. The Department of Veterans Affairs then matches the contribution.
