Devere V. Carney III has been promoted to vice president/consumer finance at Citizens Bank. He previously served as assistant vice president in the same department. He joined the company in 1999 after working at BankBoston as credit product operations manager. Carney is a graduate of the Portsmouth Abbey in Middletown and the University of Massachusetts at Amherst. He is a resident of Bristol.
