PROVIDENCE – After unveiling three different design plans, developers of a proposed 12-story residential building in the I-195 Redevelopment District say they are ready to break ground. Boston-based architectural firm SGA announced the project earned approval from the Providence Downtown Design Review Committee Tuesday, meaning construction can begin on the development dubbed “Dyer Wharf.” The building, located on Parcels 14 and 15 in the I-195 district, will span 190,000 square feet and house 214 market-rate residential units. There will also be amenities such as a lounge, fitness center and co-working area, as well as ground floor retail space that’s intended to be a restaurant. This building is just the first phase of the project, with later phases expected to include Class A life science, research and development and academic space. “This project represents a bold vision for urban revitalization in Providence, integrating high-quality, residential living while significantly improving the public realm along the riverfront,” said Brian Slozak, principal at SGA. “Dyer Wharf will continue the great momentum of the 195 district and serve as a catalyst for mixed-use development that prioritizes connectivity, resiliency, and the local community’s needs.” The project’s developer, CV Properties LLC, has presented three different designs for the building to the I-195 Redevelopment District Commission. In May 2023, Tim Love of Utile Architecture and Planning, recommended the I-195 commission select CV Properties as the preferred developer for the property because of the “strength of the initial proposal.” Then, in May 2024 Love said the architect had come up with a smart way to reduce the effects of the building’s scale in the second set of plans. But some of the design details were more similar to a commercial or life sciences building, as opposed to a residential building – especially since two commercial buildings will be coming after it. “I don’t think the broader goals of the design review we’ve been doing [are] to create a matchy-matchy district where buildings look too much the same,” Love said. The third time around, Love said “several recent target design revisions have improved the overall quality of the project” in a Feb. 11 memo to the commission. However, the consultant offered recommendations for improvements, including how to use massing to maximize outdoor amenity spaces, adding operable windows for residents and making the patio facing the District Park bigger. The latest set of designs were approved by the I-195 commission in February. The Providence Downtown Design Review Committee also had to vote on the development because the site includes city land. It was not immediately clear when construction is expected to begin. Developers have previously said they hope to start late summer or early fall of this year.
