II LLC and a joint application submitted by American Bridge and MLJ Contracting Corp. are the two finalists competing to rebuild the westbound side of the Washington Bridge, Gov. Daniel J. McKee announced Tuesday. “Since March 14 when it was determined the Washington Bridge must be rebuilt, we've continued to make progress toward ensuring Rhode Islanders have a bridge that will outlast our lifetimes,” McKee said. “With the selection of two highly qualified construction teams to compete for the rebuild project, I am pleased to see progress continue.” The next step will be the issuance of the initial request for proposals, expected on Dec. 18. The two design-build teams will review and provide comments on the initial RFP, with a final version to be issued on Jan. 24. The companies will then develop their proposals in response to the final RFP. Final technical proposals are due in mid-May followed by cost proposals, which are due in late May. The state will make a tentative award to one design-build team on June 6 with a final notice to proceed on July 15. With the notice to proceed, the winning team will begin work, including finalizing the design, obtaining permits and staging equipment. The commencement of work in the field will be determined by the schedule provided by the winning design-build team at the time of the award. The winning company is expected to be chosen on June 6 and begin work July 15. State officials had initially set an aggressive timeline for rebuilding the westbound side of the bridge, hoping to have it rebuilt and open by 2026. However, that date remains uncertain. The state received zero bids for the bridge project in July following an earlier request for proposals. On June 28, Aetna Bridge Co. was awarded a $45.8 million contract by the state to demolish the westbound side of the bridge. That work is expected to be completed by Feb. 21. The abrupt closure in December of the Washington Bridge’s westbound side, which connects Interstate 195 from Rhode Island’s East Bay to Providence, has disrupted traffic and businesses. In March, the state announced that the westbound side needed to be replaced, with McKee proclaiming that a “day of reckoning” will come to hold those responsible for allowing the bridge to deteriorate to the point of near failure. In May, the R.I. Department of Transportation estimated the cost for replacing the bridge would include $58.2 million for demolition, as well as $368.3 million for the design-build process. Separate from the demolition and rebuild costs for the Washington Bridge, the state also estimated costs of approximately $46 million for emergency expenses, including work to stabilize the old bridge and estimated funding to account for both state and municipal safety and transportation-related expenses. The state’s congressional delegation announced the U.S. Department of Transportation had awarded a $95.6 million grant for the Washington Bridge rebuild on the same day the state issued its request for qualifications. Combined with the previous $124.4 million grant from the National Infrastructure Project Assistance program received in September, Rhode Island has been awarded a total of $221 million in federal funding to replace the Washington Bridge, fully funding the state’s request for the project.
