Throwing a wrench into the state’s fiscal status, the R.I. House and Senate ended their sessions without passing the same budget, with both House Speaker Nicholas A. Mattiello and Senate President Dominick J. Ruggerio closing down business seemingly for as long as it takes to get the other one to blink.

The question then, is, which of the two leaders is doing the right thing, and who is just playing politics?
