WASHINGTON – Grafton “Cap” H. Willey IV of the accounting and tax provider CBIZ Tofias has been named the 2011 Lewis Shattuck Small Business Advocate of the Year.
The award given by the National Small Business Association; Willey was recognized during the organization’s annual luncheon on Sept. 14, along with four other finalists.

Willey is the managing director of the CBIZ Tofias office in Newport. He has held various leadership positions in several small business associations and has been elected two times as a delegate and state chair to the White House Conferences on Small Business, the NSBA said in a news release.
He was appointed to a three-year term on the Small Business Advisory Council to the Federal Accounting Standards Board and served on a number of state advisory committees to Rhode Island’s General Assembly and to the governor, it added.
Willey was recognized along with four finalists: Eric Blackledge, president of Blackledge Furniture in Corvallis, Ore.; Alison Brown, president and CEO of NAVSYS Corporation in Colorado Springs, Colo., Ron Katznelson, president of Bi-Level Technologies in Encinitas, Calif., and Benny Lee, chairman and CEO of DuraComm Corporation in Kansas City, Mo.
