PROVIDENCE – Matthew C. Riley, a former Narragansett Police Department K9 officer, was arraigned Oct. 6 in U.S. District Court on a federal indictment charging him with the transfer of obscene matter to a minor, Acting U.S. Attorney Stephen G. Dambruch announced. Riley, 50, of Narragansett, pleaded not guilty and was released on unsecured bond.
