SMITHFIELD – Neighborhood Health Plan of Rhode Island, an Ocean State health insurer, has received the highest ratings in the state for its Medicaid health plans from the National Committee for Quality Assurance for 2026, a Washington, D.C.-based accrediting nonprofit.
Neighborhood Health Plan received 4.5 out of five stars, a ranking determined by the weighted average of the plan’s patient experience measures, clinical measures, health outcome survey results and NCQA accreditation, according to the nonprofit’s ranking methodology.

Neighborhood Health has been NCQA accredited for 23 years, Neighborhood CEO and President Peter Marino said in a Sept. 16 announcement.
“This rating is a testament to the high-quality, affordable and accessible care we strive to deliver for our members, and to the strength of our provider partnerships, including our federally qualified health centers, which serve nearly half of our membership,” he said.
Some other Rhode Island-based health insurers that received ratings included Blue Cross & Blue Shield of Rhode Island, whose Medicare preferred provider organization plan earned 3.5 stars, and UnitedHealthcare of New England Inc., whose Medicaid health maintenance organization plan received 4 stars.
Founded in 1993, Neighborhood Health Plan is a collaboration between Rhode Island’s Community Health Centers and the state of Rhode Island.
