PROVIDENCE – The average weekly price of self-serve, regular unleaded gasoline in Rhode Island dropped 4 cents to $3.94 per gallon, AAA Northeast said Monday.  That price is 10 cents lower than the national average but $1 more than it was in Rhode Island a year ago.  Northeast pump prices eased as oil and gas markets responded
