Bill would create opt-out registry for junk mail

PROVIDENCE – Rep. David A. Segal, D-Providence, has submitted legislation that would create a junk mail opt-out registry in Rhode Island, similar to the federal “Do Not Call” list.
The bill, H-6190, is meant to address postal customers’ frustration with junk mail, as well as its environmental impact.
Under the bill, an administrator would develop and continually update the list. Any company wanting to send junk mail to Rhode Islanders would have to buy an updated copy of the opt-out registry and remove those listed from their mailing list. Anyone on the opt-out registry receiving junk mail could sue the sender, collecting a $500 civil penalty.
Charities, political organizations, small businesses of three or fewer employees, and companies with whom a recipient has an established business relationship would be exempt from the law, although the legislation urges them to comply voluntarily.
At least 12 other states are considering similar legislation.
