Carcieri calls for shake-up at DBR

Gov. Donald L. Carcieri is shaking up the state Department of Business Regulation, with a proposed new director to provide DBR “with a fresh start and a fresh perspective,” and a new executive counsel.

Carcieri’s director pick is Michael Marques, a veteran banker who was once his colleague at Old Stone Bank. Marilyn Shannon McConaghy, who has headed the DBR since 2000, will become chief legal officer to the executive branch, the governor’s office said.

Richard Berstein, an insurance-industry lawyer most recently employed by the Selective Insurance Group, of New Jersey, will replace David St. Germain as chief counsel. St. Germain will be given another state job.

Brian P. Stern, who currently holds the job given to McConaghy, will become executive director/operations officer for the state Department of Administration.
