PROVIDENCE – The Providence City Plan Commission approved the master plan for the ZDS Inc.-designed building at 1292 Westminster St. in a meeting Tuesday evening. A representative for the CPC said the master approval isn’t a concrete, detail-specific plan, but “more of an overarching plan approval.”
The parcel, located in the Armory Historical District, is not without controversy, with some locals opposing the building on the grounds that it will change the nature of the neighborhood. Developer Michael H. Lemoi Jr. is looking to replace three single-story commercial buildings with a five-story mixed-use structure that would include ground-floor retail and 35 residential units.

The building proposal will now return to the Providence Historic District Commission for final approval. A representative from the HDC said that ZDS informed the commission Wednesday that it will not be ready for the scheduled August meeting, meaning that while informal discussions could take place this month, final disposition of the proposal will not take place until the meeting scheduled for Sept. 25.
