City Plan Commission approves preliminary plan for Swan Business Park

PROVIDENCE – The Providence City Plan Commission unanimously approved the preliminary plan for the development of the proposed Swan Business Park in Lower South Providence on Tuesday, okaying the construction of two new buildings.

The Coletta Group LLC received approval to build two 20-foot-high commercial buildings at 199 and 200 Swan St. as part of the company’s proposed 2.5-acre industrial park campus. The 7,296-square-foot building at 199 Swan St. and the 15,645-square-foot building at 200 Swan St. will include respectively 1,000 and 1,500 square feet of office space.

The Swan Business Park will consist of the two new buildings and the two existing properties at 189 and 182 Swan St. already owned by the North Kingstown-based real estate management company, headed by Anthony J. Coletta. Current tenants in the existing properties include a composting service called The Compost Plant, a waste management company called US Ecology and a canine training business called Crossbones Dog Academy.

Once completed, the Swan Business Park, located just off Eddy Street between RI Hospital and the Thurbers Avenue access ramps to Interstate 95 North and South, will offer over 39,000-square-feet of space available for industrial and commercial lease.

“We really hope to see this project come to life with buzzing business activities so that it can foster enhanced safety and become a major improvement to this Providence area,” said Nathaniel Carden, architect of the project.

Developers had received master plan approval for the buildings in April 2022. At Tuesday’s meetings, Coletta and his team presented detailed updated renderings of the space and submitted civil, architectural, drainage management and lighting plans.

If the project designed by architect Nathaniel Carden receives approval from the City Plan Commission, Coletta previously said construction will start in the spring of next year, with the development expected to be completed by late December 2023.

As part of the Swan Business Park development effort, Coletta said his company is in the process of purchasing a neighboring lot and home at 209 Swan St., which would be absorbed into the campus and add an additional 5,000 square feet. At Tuesday’s meeting, Coletta said he is hoping to close the purchase and sale agreement for the property next week. Depending on the size and changes to the new lot, Coletta might return to the City Plan Commission in the future.

The applicant has requested a waiver from submission of state approvals at the preliminary plan stage, requesting that they be submitted with the final plan. The commission voted to grant the waiver and approved the preliminary plan subject to some conditions that the drainage plan is subject to the approval of the city engineer; the landscape plan is subject to the city Engineer’s approval and DPD staff must approve the final plan.
