Enrollment begins for R.I. high-risk pool

PROVIDENCE – Blue Cross & Blue Shield of Rhode Island has opened enrollment for the new federally funded high-risk pool program, which will allow individuals with pre-existing conditions that would normally make premiums very expensive to get more affordable coverage.
The program, called the Pre-existing Condition Insurance Plan for Rhode Island (PCIPRI), will offer subsidized premiums funded through 2013 by a $13 million allocation to the state under federal health care reform – part of a $5 billion nationwide investment.
To qualify for the program, applicants must have been uninsured for at least six months and have one or more of 34 specific medical conditions, such as asthma, cancer, diabetes, heart disease, high blood pressure, kidney disease, multiple sclerosis or pulmonary disease.
Coverage under PCIPRI is for individuals only, and enrollment will be capped. Sign-ups wil continue through Sept. 15, and those accepted into the program will get coverage effective Oct. 1. Rates will vary by age group.
“In keeping with our mission to provide Rhode Islanders with access to affordable, high-quality healthcare, we welcome the opportunity to further extend medical coverage at a reduced rate to some of the most chronically ill individuals in our state,” said Jim Gallagher, Blue Cross assistant vice president of strategic marketing and product innovation. “PCIPRI is in support of helping Rhode Islanders manage their chronic conditions, which ultimately will assist in helping these individuals lead healthier lives.”
