NEW BEDFORD – A proposal by Boston-based Cruz Management to convert the vacant school building on Phillips Avenue into apartments has been met with opposition by neighbors, www.southcoasttoday.com reported March 27. Cruz has proposed to refurbish the exterior of the building and create 17 apartments on the interior, with rents ranging from $750 to $1,200.
