PROVIDENCE – Orsted U.S. Offshore Wind and Eversource have submitted a proposal to the second request for proposals by Massachusetts for an offshore wind-energy farm, the companies announced Friday.
The proposal, called Bay State Wind, included a 400-megawatt project and an 800-megawatt project.

The confidential bid proposals were due Friday. Massachusetts said public proposals would be posted the following Friday.
Recently, the federal approval of Massachusetts’ potential first offshore wind farm, Vineyard Wind, was put on hold for further review, including its impact on fish and fishermen. When the delay was announced for Vineyard Wind, which has been proposed by Avangrid Inc. and Copenhagen Infrastructure Partners, Orsted declined comment as to whether it expected similar delays for its own projects.
However, in its announcement, Orsted repeatedly highlighted its work to accommodate commercial fishing in its projects and highlighted its work with local commercial fishermen in the planning of its wind-turbine projects.
“We are thrilled to once again help Massachusetts take the next step to grow its clean energy economy,” said Lee Olivier, Eversource executive vice president for enterprise energy strategy and business development, in a statement. “Our team has been in the local communities, meeting with residents and stakeholders, to ensure their feedback is built into Bay State Wind’s proposal, which is the most mature, comprehensive and thorough offshore wind project available.”
The company said the project would bring hundreds of construction jobs to the state and would commit hundreds of millions of dollars to direct community investments, if selected.
It also noted Bay State Wind has signed a Project Labor Agreement with the International Brotherhood of Electrical Workers for the project.
Orsted and Eversource are behind the development of several offshore wind farm projects, including Revolution Wind, a 400-megawatt offshore wind farm planned for Rhode Island.
