BOSTON – Gov. Deval Patrick today named Paul Reville to serve as the state’s first secretary of education since 1996, overseeing the new Mass. Executive Office of Education.

The EOE was established in January, to “encourage the seamless delivery of education from pre-kindergarten through higher education,” the governor’s office said. (READ MORE) As its head, Reville will oversee the state Department of Early Education and Care; the Department of Education, which will become the Department of Elementary and Secondary Education; and a new Department of Higher Education, which will include personnel from the current Board of Higher Education

“I am honored to assume the role of secretary for a governor who is deeply committed to making schools more effective instruments of building equity, excellence and opportunity for all students in the Commonwealth,” Reville said in a statement this afternoon.

He currently serves as chairman of the state Board of Education, a post to which Patrick appointed him in August. (READ MORE) “He is a highly regarded expert and was a leader of the Massachusetts education reform effort in 1993,” the governor’s office said. Active for many years in education and education policy, Reville also had served on the board from 1991 to 1996.

He currently is president of the Rennie Center for Education Research & Policy in Cambridge, Mass., an independent policy organization dedicated to the improvement of Pre-K through 12th grade public education; director of the director of the Education Policy and Management Program at Harvard University’s Graduate School of Education, where he is a lecturer on educational policy and politics; a co-chair of the National Center on Time and Learning; and a co-founder and former executive director of the Massachusetts Business Alliance for Education.

“Paul has done a fantastic job as chairman of the Board of Education and will continue to make great contributions as secretary of education,” Patrick said in a statement this afternon. “I am excited about what possibilities lie ahead for our kids.”

His appointment is effective July 1.

In other news today, Patrick appointed three people to the newly expanded Board of Elementary and Secondary Education, and two individuals to the Board of Early Education and Care.

Appointees to the Mass. Board of Elementary and Secondary Education:

• Dana Mohler-Faria, special advisor on education to Gov. Patrick, has assisted with the creation of the governor’s Readiness Project, and is the president of Bridgewater State College, where she has held leadership positions for more than a decade. She also has served as an administrator at three other public colleges in Massachusetts.

• Gerald Chertavian is the founder and CEO of Year Up, a nationally recognized one-year training and education program that serves low-income young adults ages 18 to 24 across five states, providing them with the skills needed to make successful transitions to careers and higher education. He was the co-founder of Conduit Communications, an internet strategy consulting frm, and was an officer of the Chemical Banking Corp.. Chertavian, a Lowell native, graduated from Lowell High School and went on to earn a B.A. in Economics, Phi Beta Kappa, summa cum laude, from Bowdoin College and an M.B.A., with honors, from Harvard Business School.
• Dr. Jeffrey Howard, a social psychologist, and the founder of The Efficacy Institute, a national not-for-profit for education reform, which provides training and application methods to adults in school systems and community organizations throughout the United States. The training focuses on the root causes of the poor academic performance of American children, especially children in urban settings. Howardis also the founder of J. Howard and Associates, a corporate training and consulting firm that is part of the Novations Group Inc. He is a graduate of Harvard University, where he also earned a Ph.D. in social psychology.

Appointees to the Board of Early Education and Care

• Carol Craig O’Brien is the Early Childhood Coordinator for Westwood Public Schools, responsible for a community network of services for professionals and families. She manages multiple early childhood grants within the school district. Previously, she worked as an Early Childhood Special Educator in early intervention and preschool programs and was also an adjunct faculty member at Wheelock College as a course instructor and field supervisor for undergraduate and graduate student teacher interns in early childhood, early intervention and special education.

• Dr. Chi-Cheng Huang received his M.D. from Harvard Medical School and is board certified in Internal Medicine. He has been affiliated with the Boston University School of Medicine as an instructor and professor and received a Master of Science in Epidemiology from the Boston University School of Public Health. He is also the president and founder of the Bolivian Street Children Project, a nonprofit social welfare organization that works to address the unique needs of street children in Bolivia.

“Each of these individuals brings a deep personal commitment to improving educational opportunities for children all across the Commonwealth,” Patrick said. “They will each serve the public well on these boards.”
