PROVIDENCE – State cash collections in December totaled $347 million, a 4.9% decline year over year, the R.I. Department of Revenue said on Monday.
The decline was largely due to a $30.2 million drop in lottery transfer year over year, to $3.2 million. The DOR said that this included a $28 million downward adjustment due to an early transfer of November gaming activity.

Breakout of lottery revenue sources for November gaming:
- November sport gambling activity yielded $1.4 million for the state.
- Twin River Casino Hotel revenue for the state declined 5.6% year over year to $21.3 million.
- Tiverton Casino Hotel revenue for the state increased 17.3% year over year to $5.6 million.
Other major general revenue sources in December:
- Personal income tax collection declined 5.8% year over year to $123.1 million.
- Sales and use tax collections increased 4.2% year over year to $91.5 million.
- Departmental receipts declined 20.9% year over year to $18 million.
- General business taxes totaled $61.1 million in December, a 29.4% increase year over year.
Fiscal year to date in December, state collections totaled $2.1 billion, a 4.6% increase year over year, including a 4% increase in personal income tax collections, a 7.3% increase in sales and use taxes and a 24.2% increase in general business taxes. This was offset by a 17.8% decline in lottery transfer.
