PROVIDENCE – Rhode Island’s population shrank for the sixth consecutive year in the 12 months ended July 1, according to estimates released Wednesday by the U.S. Census Bureau.
The Ocean State’s population totaled 1,053,502 midway through 2009, the agency said. That was 293 fewer residents than the state had last year, and at 0.03 percent, it was the smallest loss since 2004.

The only other states whose populations shrank in 2008-09 were Michigan (down 0.33 percent) and Maine (down 0.11 percent).
Rhode Island’s population peaked at 1,071,504 in July 2003 and then began to decline, according to the Census Bureau. The number of residents in the state has fallen by 18,205, or 1.7 percent, in the six years since.
By contrast, Massachusetts’ population grew by 2.2 percent from 2003 to 2009 as the Bay State added 141,950 residents – almost 50,000 of them in the last year alone. Connecticut’s population rose by 1.5 percent, or 50,615, over the same period.
In a small bit of good news for Rhode Island, the Census Bureau reduced its estimate of the net decrease in the state’s population over the last six years, from 20,807 to 18,205. An official count will be done next year as part of the decennial federal census.
“This is the final set of Census Bureau state population estimates that will be published before the official 2010 Census population counts to be released next December,” Census Bureau Director Robert Groves said in a statement. “We are focused now on ensuring we get a complete and accurate count in 2010.”
The stakes are high. “The census counts will not only determine how many U.S. House seats each state will have but will also be used as the benchmark for future population estimates,” Groves noted.
The agency said the main reason for the decline in residents here has been domestic migration, with a net 44,649 people leaving Rhode Island for other states since April 2000. That was partly offset by a gain of 30,017 residents from foreign countries.
The “natural increase” in Rhode Island’s population – meaning the net gain in residents because of births and deaths – totaled 25,773 since 2000, with 115,762 births and 89,989 deaths, the bureau said.
Nationally, Texas added more people than any other state (478,000) from July 2008 to July 2009, followed by California (381,000), North Carolina (134,000), Georgia (131,000) and Florida (114,000), the Census Bureau said.
The largest percentage growth occurred in Wyoming, which saw its population grow 2.2 percent to 544,270 during the year. Next came Utah (up 2.10 percent to 2.8 million), Texas (up 1.97 percent to 24.8 million) and Colorado (up 1.81 percent to 5 million).
The population of the United States was 307 million as of July 1, up 0.86 percent from a year earlier. The states with the largest populations were California (37 million), Texas (24.8 million), New York (19.5 million), Florida (18.5 million) and Illinois (12.9 million).
