
Peter Morris has been named chief operating officer of Smart Management Inc. in Providence, a developer of software packages for administrative and clinical operations at substance-abuse treatment facilities.
He was formerly vice president of finance, and he will also serve as chief operating officer for the Smart-run Discovery House, which operates 17 substance-abuse treatment clinics in five states, including three in Rhode Island.

PBN: How did your company begin?
MORRIS: In the mid ’80s, David L. Piccoli Sr. was running an accounting business in Cranston that was primarily focused on tax preparation, bookkeeping and payroll. He provided services to his cousin in Arizona, who was involved in the ownership and operations of substance-abuse clinics in the West. David and his cousin decided to get together and open clinics on the East Coast, with their first venture opening in Johnston in 1987.
PBN: How did you get into the software business?
MORRIS: David Piccoli began to explore the idea to develop software to help streamline clinic operations and provide management consultation to the clinics. During this period, he was introduced to Paul R. LeBeau, who was providing computer consulting services to the clinics. The two developed a relationship that spawned the opening of Smart Management in 1992. Since 1993 the organization has blossomed to where it is today, with 16 clinics and more than 1,000 users nationwide.
PBN: How closely does the software company interact with Discovery House?
MORRIS: Although Discovery House and Smart Management are separate legal entities, Smart functions as Discovery House’s home office and handles functions such as executive management, finance, human resources and the IT department. The niche that Smart has in this industry is that we have over 300 end-users at our fingertips via Discovery House that helps us enhance the software.
