  1. Rachel Rye Butler is right. Plus, adjudication takes place in the courts and citing the tenth amendment in support of the Clean Water Act will force the Supremes to strike down any E/O. I wish Trump would learn to surround himself with legit, constitution-minded advisors/cabinet. He’s right on many things, but wrong on this one. If not the states, the people must enforce the Act (and their rights), or lose them.
