WESTERLY – The Washington Trust Co. has announced a special loan rate to help homeowners looking to improve and upgrade their septic systems in response to new state regulations.

The special program consists of a discounted-rate loan – with no fees, points or closing costs – that is disbursed directly to the excavator or contractor.

The program was spurred by recent changes to state septic regulations for the Narrow River, Salt Ponds Region and Pawcatuck River Special Area Management Plans (SAMPs), which were developed by the R.I. Coastal Resources Management Council, in cooperation with local government and community organizations, under the federal Coastal Zone Management Act of 1972.

The changes affect property owners in sections of Charlestown, Narragansett, South Kingstown and Westerly, the bank noted. Homes and businesses in those SAMPs are now required to replace their existing septic systems with de-nitrification systems.
