PROVIDENCE – The Rhode Island home price index increased 3.64% year over year in July, same as Maine and the second-highest growth rate in New England, according to Cotality.  Rhode Island’s home sale price growth rate in July was well above the national rate of 1.4%, said Cotality, formerly known as CoreLogic Inc.  Cotality’s Home Price
