Sasse confirmed in Administration Dept. post

PROVIDENCE – The state Senate yesterday voted unanimously to confirm Gary S. Sasse as the head of the R.I. Department of Administration.
“I extend my warmest congratulations to Gary and his family on his confirmation,” Gov. Donald L. Carcieri said. “Since coming on board my administration, Gary has been a tremendous asset to my team.”
Sasse, whom the governor nominated to the post on Jan. 21 (READ MORE), had been serving since then as the state’s acting director of administration. He replaces veteran public servant Jerome F. Williams, who in December had announced he was stepping down as administration director to accept the position of senior vice president and chief business and administration officer at Roger Williams University in Bristol. Sasse previously had been appointed by Carcieri to serve as director of the R.I. Department of Revenue.
When he became revenue director in January 2008, he was the first person to head the new department. During his tenure with the department, Sasse led the adoption of new reporting and analysis guidelines, including monthly revenue reports and property-tax analysis; implemented an aggressive tax-compliance program; and took steps to modernize the department’s Division of Motor Vehicles. And since May, he has led the 21-member Governor’s Tax Policy Strategy Work Group, a Revenue Department panel established to examine and revise what Carcieri describes as “our archaic tax policies” and develop a long-term strategic plan.
“Gary’s experience, knowledge and dedication will be invaluable as we try to deal with the state’s looming budget shortfall and to reform the state’s tax policies,” the governor said.
Before entering state service, Sasse served for 30 years as executive director of the Rhode Island Public Expenditure Council (RIPEC), a business-backed research and policy group that was influential in the Revenue Department’s creation.
He previously had worked for the City of Memphis as assistant chief administrative officer and deputy director of finance and administration from 1974 to 1977; and the State of Tennessee, as director of the office of urban and federal affairs and a member of the governor’s staff from 1972 to 1974.
The East Greenwich resident is a political science graduate of Florida State University and has a master’s degree in public administration from the University of Missouri-Columbia.
