PROVIDENCE — A publication that reviews the practices of state government has ranked Rhode Island highest in the nation for having understandable budgets and finances, according to Gov. Lincoln Almond’s office.
The publication, “State Policy Reports,” gave Rhode Island first place in a category that ranked states based on the information they provided in their budget documents, such as program descriptions, caseloads that drive major spending, the number of state employees, performance indicators and presentation of capital projects. States were also evaluated on the use of Generally Accepted Accounting Principles, whether multi-year forecasting is used and published, and what types of funds are appropriated, the governor’s office said.
