Scott Fraser has been promoted to chief government relations officer at Providence-based Blue Cross & Blue Shield of Rhode Island. He has held several company positions, including manager, director and assistant vice president. In his new role, Fraser heads the company’s state and federal legislative and government relations activities. He has a bachelor’s degree from Providence College.
